Insulation is required just about anywhere there is an electrical charge operating in the vehicle. This prevents the voltage from escaping to areas where it should not. It is like bumper pads in the gutters at the bowling alley. They keep the charge traveling in the correct locations and not going off in other directions. Insulator gaskets are just like gaskets for liquid filled systems, they keep the liquid or the charge in the chamber where it is housed. Just like oil gaskets, insulator gaskets can leak or be damaged. When this occurs, there is an electrical leak. This is not only a problem for the function of the vehicle, but can be very dangerous as well. It will often affect the engine immediately. The engine will not run as smoothly, or the engine may not start at all. Insulator gaskets are located in many places in the engine block.
